Define what available electricity means

LBNL’s June 2026 Speed to Power research examines constraints and options for connecting large loads. Its framing is broader than the presence of a nearby line or installed transformer: connecting a load involves planning, interconnection, procurement and operating questions. The report does not validate any Aguasto location or establish that a particular site can be used immediately.

Our analysis uses a readiness record with separate fields for physical equipment, utility-authorized operating scope, unresolved studies, delivery dependencies and the intended load. Each entry should point to dated project evidence. Leave the field unknown when that evidence is absent. This approach avoids treating a visible piece of electrical infrastructure as a service commitment. It also keeps a development hypothesis separate from a confirmed ability to support a customer workload.

The power sequence and building sequence can diverge

LBNL describes large-load connection challenges and a range of approaches to addressing them. Prefabricated construction can change the sequence of selected building work, but it does not resolve an upstream connection obligation by itself. A useful development plan therefore distinguishes facility assembly from the path to accepted electrical service instead of combining them under a single completion date.

In our planning method, draw the two dependency paths separately and identify their join. For each unresolved item, record the responsible external party, required evidence and decision that depends on it. The goal is not to infer a shorter timetable from modularity; it is to expose the conditions behind a timetable before committing to it. A factory package can be advanced while a connection remains uncertain, and that distinction should remain visible in commercial discussions.

Phasing changes a decision sequence

Phased construction and phased service should be documented with their own scope. The operator evidence discussed later in this article demonstrates intermediate delivery at a large campus, while the LBNL report addresses constraints around connecting loads. Neither establishes a universal phase size, regulatory exemption or schedule that Aguasto can adopt without a project-specific review.

Our proposed phase record states what is complete, what the next phase depends on and what customer acceptance would require. Keep initial, intermediate and full-buildout boundaries explicit. Smaller phases may alter capital commitment and operational coordination, but those are analysis questions for the project model rather than guaranteed savings. In particular, a phase plan must not turn an unapproved future load into current capacity by counting installed equipment or proposed modules.

Flexibility must be tied to a workload

LBNL considers approaches involving load management and operating flexibility among the options for large-load connections. A general discussion of flexibility is not proof that an enterprise application will tolerate an interruption or changed operating condition. The relevant question is which workload can meet its requirements under the specific proposed arrangement.

Our evaluation worksheet asks for the workload owner, acceptable service behavior, evidence from a later executed test and the commercial boundary of any operating obligation. A training job, a dedicated cluster and a latency-sensitive inference endpoint should not be assumed to have identical requirements. Keep engineering and customer acceptance connected. This guide does not claim that Aguasto has negotiated a utility arrangement, tested a flexible load or obtained an exemption.

Large developments continue to deliver operating phases

Applied Digital’s October 2, 2026 disclosure reports 250 MW of operational critical IT load at Polaris Forge 1 against a 400 MW contracted full-buildout scope. Crusoe’s September 30, 2025 release reports its first Abilene phase live on Oracle Cloud Infrastructure with early workloads. These are company-reported milestones with different boundaries; they should not be added together or represented as independently inspected throughput.

The evidence matters because a constraint narrative should include completed progress as well as bottlenecks. Our interpretation is that credible analysis needs a status vocabulary: announced, contracted, under construction, energized, ready for service and workload-serving. Those labels answer different questions. The records support a discussion of successful phased delivery at large developments, not a claim that modular containers caused those results or that all remaining plans are complete.

Publish a readiness record rather than a headline number

For a reusable public evidence table, capture the entity and project, measurement boundary, action date, disclosure date, current status and unresolved next step. Add a source URL and a verification date. A financing announcement belongs in its own row because it is not an energization or service-availability result. A future campus forecast belongs in a planned row until a later disclosure establishes completion.

Connect this table to the commissioning and case-analysis guides. A future Aguasto project would need its own authorized evidence across utility, facility, GPU system, runtime and customer-service boundaries. The website’s modular thesis is a development approach to evaluate against that evidence. This publication contributes a disciplined reading method, not a confidential site-selection process, power sourcing threshold, available capacity offer or prediction of time to power.
